Phil Courtier
Director of Place, South Norfolk Council and Broadland District Council
Phil Courtier is Director of Place for both Broadland District Council and South Norfolk Council. He is also a Director of the Greater Norwich Partnership which is a unique partnership between Norwich City, South Norfolk and Broadland District Councils and Norfolk County Council. The partnership remains the only one in the country to pool the Community Infrastructure Levy to plan and deliver infrastructure across Council boundaries.
Phil has also led the Norfolk response to nutrient neutrality and is a Director of the newly established Norfolk Environmental Credits Ltd. This provides a public sector owned trading platform to trade environmental credits to the development industry and it has secured nutrient mitigation which will offset thousands of new homes against a current backlog of approximately 16,000 homes due to nutrient neutrality in Norfolk. The company will also expand further to trade bio-diversity net gain credits and other environmental credits in due course.
